DONE: Ability to select Start of Week for Date-Picker.

Currently the date picker starts with Monday when it should be starting with Sunday based on our region.

As of version 1.1.4.0951, dbFront now uses the WebServer's regional settings to determine the correct FirstDayOfWeek. This applies to both the Form and the Table Grid.
