Filter Lookup values by value on Current or Parent record.

I need a field that is on a header record to drive the possible values that are in a Dropdown List attached to a child table. Any Ideas on how I can do that?

The row filter allows you to choose fields from the current record.

Currently there is no option to choose a field from parent record.
