Disable the help bar from appearing by default

It would be very useful for me to be able to disable the help bar that appears on the right hand side when you first open dbFront from a new connection. Mainly because I would like to minimise calls to outside IP addresses/APIs from within our network as much as possible.

This functionality was introduced in dbFront 1.0.8.2641
